Trump's Medicare Advantage Announcement Is a Mixed Bag for Seniors
Are Medicare Advantage plans about to get a lot less advantageous? A proposed change in government reimbursement rates has health insurers rattled and seniors wondering what's next.

Medicare Advantage Under Scrutiny

The Centers for Medicare & Medicaid Services (CMS) proposed a mere 0.09% average increase in payment rates for Medicare Advantage plans in 2027. This contrasts sharply with the 5.06% increase in 2026 and expectations of a much larger hike. Medicare Advantage plans are private health insurance options that seniors can choose as an alternative to traditional Medicare.

Advantage plans often include additional benefits like vision and hearing care and may have lower coinsurance (the percentage of costs you pay after your deductible is met). However, this proposed rate change has insurers claiming they may have to reduce services or even withdraw plans.

Potential Silver Linings

The Trump Administration's goal is to rein in Medicare Advantage plans, which some believe have been raking in profits through questionable practices. Some plans allegedly inflate their payments by adding diagnoses to patient accounts through chart reviews, even if patients aren't seeking treatment for those conditions. KFF, a non-profit health care researcher, stated that chart reviews, not used in traditional Medicare, led to an estimated $24 billion in additional Medicare Advantage payments in 2023.

If the administration succeeds in curbing these abuses, the Medicare Advantage program could become more sustainable. Seniors also have the option to return to traditional Medicare.

Switching back could be advantageous, as original Medicare doesn't require pre-authorization for many services, unlike some Advantage plans. However, those switching back to traditional Medicare might need a Medigap plan to cover costs that original Medicare doesn't.
